Rice Casserole

1 1/2 pound hamburger
1 can cream of mushroom soup
1 can cream of chicken soup
1/2 teaspoon salt
2 chopped onions
1 1/2 cups water
1/2 cups uncooked rice
1/2 teaspoon pepper Cook hamburger and onions, set aside. Mix soups, water, rice, salt and pepper, add hamburger. Put in a casserole dish with lid. Bake at 350 Degrees for 1/2 hour with the lid on. Remove lid, stir. Bake for 1/2 hour with the lid off. When casserole is cooked, top with Chinese noodles or potato chips.
